standalone use and publishing

I'm working with a government agency that wants to provide web-based website building tools to small businesses. They don't really have an interest in hosting. Can Soholaunch Pro be used "standalone" and the built sites be published or copied elsewhere?

We have several options that allow this to happen. Soholaunch does need to be installed at the "final" domain where the website is to be hosted, but that installation can be automated and the publishing can be made extremely easy.
