Multiple Secure User Administration

I have the following scenario: I want to allow two group of people accessing the same page that requires log-in. Instead of administering secure users myself, I'd rather delegate the administration duty to the leader of each group, who can only manager people in his/her own group, but not from other group.

I'd appreciate all ideas. Thanks!
