Shopping Cart Questions

I'm monkeying around with the shopping cart and I have a few questions.

1- I've added something to my cart, and proceeded to checkout and used the pay with check option. everything worked fine. i closed my browser, re-opened it, and cleared private data (i'm using firefox). Yes when i returned to my test shopping cart, my item from the previous transaction was still in my cart. it was only after I restarted my computer that the item was removed from my cart.

2- when i'm setting up tax rate options, do i really have to enter different percentages for every single state? this seems like something that the Soho developers would automatically update on their end as sales tax rates change over the years (which to my knowledge, they hardly ever do).

As to #2, we only set up sales tax charges in the state the business resides in.

i.e. If we set up for a shop that is based in California, only purchases that are shipped to California residents are taxed. Out of state orders do not get charged sales tax.
