Ok, I have been looking at the info on this tutorial:

Is it possible to use Paint Shop Pro 8 to create templates. I am trying to figure this out before I go before the Elders at my church to recocomend they purchase this as a way for several people to be able to make changes to the certain pages on the site. It will definetly be an answer to all the issues they have, but I have got to figure it out first b/c I am the one who will have to set it up. The site is pretty simple it is www.kernersvillemoravian.org, do you think it is possible to make a template and still use the buttons they have already in it.

On the tutorial the one thing that threw me more than anything was how they divide it in the beginning and made the grey boxes, did they just use the selection tool or what? Any advice would be greatly appreciated.

While Paint Shop Pro allows you to "paint" a template graphically, it does not get you to a soho template. As you can surmise from the template document you mentioned, building a soho template requires working knowledge in laying out HTML code.

If you want to preserve the look and feel of your current website, you can simply use index.html as the starting point for your soho template. It is a matter of identifying areas to be replaced by soho template tags (i.e., #TITLE#, #CONTENT#, etc.) according to the documentation. The only thing is that you will most likely have to hard-code menu buttons since you do want to preserve them in the template, or modify pgm-auto_menu.php.

The buttons were what I was worried about and I figured they would have to hard code and I do not know why I am having a hard time wrapping my mind around it. I am sure it will hit me in the middle of the night and I will be up all night doing it. LOL!!
