Help creating a new template

ok im having a problem creating a new template. I have followed the exact directions from the "creating a template pdf" yet it says "This template does not seem to be in Pro Edition format. Please select a different template, or, if you would like to learn more about Pro Edition templates go to the Help Center and view our documentation on Site Templates. "
if anyone could help me with this.

Hi,

The onlt time I have come across this is when the template source code does not include the #CONTENT# tag anywhere in it. This tag is the one tag that ALL templates must have to function correctly.
