custom template questions

How would I go about doing this..... Chocolate brown background then blocks of color say 1/3 page each that seem to float above the background color (shadow effect) with text in them. Would these blocks be done in photoshop or something and be "images" and then the text placed in them on the page. would like to achieve a look like this http://www.bikramyogacomoxvalley.com/about.html but not sure how to go about it

On the example site, the entire page's background is a small, tiled image of the solid brown color.
In coding your custom template, the easiest thing to do would probably be the same thing.
Once you keep in mind that EVERYTHING has the dark brown background, then you can insert pictures, text areas, etc.
