I want do create a plugin for my own use. What I want to use the plugin for is when I make changes to a soho file I can add a hook_replace to the plugin. So that when I update soho the file does not change.

I have not done a plugin before from looking at other plugins I can see that you can replace sections of a file.
Is there an easy way to replace an entire file or even an image file in this way?

You will need the developer tools to build software from source. They're on the installation disks too so you can install them from there instead of downloading them.
You could also just get compiled binaries for GIMP. The GIMP on OSX folks have versions available for most versions of OSX:
